The Journal of Educational Technology Development and Exchange (JETDE)创刊于2008年，是一本双盲审完全免费开放获取的英文国际学术期刊，由国际华人教育技术学会（SICET，sicet.org）出版（刊号：ISSN1941-8035）。自创刊以来，期刊面向信息时代教育发展的新形势、新机遇、新挑战，以“增进教育技术学术研究发展，促进教育技术学术人才培养”为目标，为全球教育技术领域的资深专家、青年学者、在读研究生提供研究成果的学术交流平台，为全球教育技术从业人员提供实践经验的交流中心。
人类从工业社会逐步迈入信息社会，新技术不断创新持续提供发展动能，社会、经济、产业不断出现新的形态，知识生产和学习方式引来巨变，同时新冠肺炎疫情、气候变化、地缘冲突等给人类社会发展带来重大风险与挑战，教育具有基础性、全局性和先导性的作用，教育的数字化转型（Digital Transformation of Education）或许能够为应对上述变革与挑战贡献独特的作用。2022年新年伊始，本刊邀请关注信息时代教育发展的各个学科学者和实践者，围绕教育数字化转型的各个方面开展思想观点的讨论、贡献研究与实践成果。
